City council gave the Official Community Plan bylaw first reading Tuesday.
They also forwarded it to the Advisory Planning Commission for its comments and recommendations.
The plan, created after two years of public consultation and the creation of the Integrated Community Sustainability Plan, provides a framework in 10 key priority areas for zoning, land use, and other decisions.
