Capt. Mike Berns (left) presents Capt. Phil Sullivan with a “then and now” photographic collage as a retirement gift during Sullivan’s final Cadet review last Wednesday evening at the Elks Hall. Sullivan served in the Royal Canadian Navy from July 1964 to July 1967 and has been an active instructor and Cadet leader since 1967.
